East Village rental opens lottery for 40 mixed-income apartments, from $989/month

A housing lottery launched last week for 40 mixed-income apartments at a new mixed-use development in the East Village. Located at 280 East Houston Street, the 12-story building, called “The Houston,” offers modern residences, exclusive amenities, and a prime location at the intersection of the East Village and the Lower East Side. New Yorkers earning 40, 60, and 130 percent of the area median income can apply for the units, priced from $989/month studios to $4,543/month two-bedrooms.

Developed by SMA Equities and designed by Hill West Architects, the mixed-use building contains a total of 157 apartments with an average size of 1,324 square feet. Covering a total of 224,809 square feet, the development blends residential, commercial, and community amenities, according to the developer.

Amenities include a rooftop terrace, a gym, bike storage, a media room, a flexible recreation room, and a professional business center. Residents can also own up to one dog.

The apartments, designed by Whitehall Interiors, are equipped with in-unit washers and dryers, dishwashers, high-end appliances and finishes, smart controls for heating and cooling, and air conditioning.

In October 2022, SMA acquired a majority stake in the development from members of the Hirsch family for $36.8 million. The Hirsch family had originally purchased most of the block at an auction in the early 1960s, when it was home to a gas station.

The family developed 250 East Houston Street, known as “Red Square,” a 130-unit apartment building on the western corner, and a one-story commercial “taxpayer” strip on the eastern end in 1989, as reported by The Real Deal.

Initial plans called for a six-story, 67-unit residential building, but in December 2022, new renderings revealed a larger 12-story design.

According to The Real Deal, the Hirsch family obtained demolition permits and completed enough foundation work to qualify the site for the 421-a property tax abatement before it expired in June 2022.

The Houston is conveniently located near the F, M, J, and Z subway lines and numerous buses.

Qualifying New Yorkers can apply for the apartments until May 27, 2025. Complete details on how to apply are available here. Preference for 20 percent of the units will be given to residents of Manhattan Community District 3.
